今国会でも度々とりあげられ、現在、日本の政府開発援助(ODA)政策における懸案事項のひとつともなっているケニアの円借款案件について、日本政府が現地調査をおこなった。6月16日から20日にかけて、外務省経済協力局有償資金協力課長
北野充氏と国際協力銀行開発第4部第3班副参事役
松下篤氏らで構成される調査団をケニア現地に派遣したものだ。
現地NGOからの情報によると、16日、同調査団と現地NGOの連合体による会談がおこなわれ、NGO側は同席で確認書を提出(日本訳)した模様だ。

PRESS RELEASE
JAPANESE DELEGATION
TO SONDU- MIRIU HPP,
18 JUNE 2001
We, the coalition of NGOs on SMHPP
which have been calling on the project implementers to follow the
project documents which they used to gain community goodwill and support
for the project, wish to make the following statements:
- We thank the Government of Japan for sending the
delegation, which met us at Japan Bank for International Cooperation
(JBIC) office in Nairobi on 16 June 2001. We had a frank discussion
pertaining to the project and presented the delegation with the
attached Memorandum of Understanding.
- We are also glad that the delegation led by the
Japanese Director of Loan and Aid Division, Ministry of Foreign
Affairs, Mr. Mitsuru Katano, and accompanied by among others Japan
Bank for International Cooperation (JBIC) Director, Mr. Atsushi
Matsushita, had fair and transparent discussions with the project-affected
people and more particularly at a meeting arranged by the NGO Coalition
at Apoko market and other centres. The meeting was successful despite
spirited attempts by four KenGen agents, led by a Mr. Odera Ongudu,
to disrupt it. The project-affected people silenced them and Mr.
Kaitano and his team had a successful meeting.
- In view of the above, the NGO Coalition appeals
to the Japanese Ambassador to be in line with his Government which
sent the delegation to come and investigate issues raised by the
project-affected people on the ground. Recent media reports quote
the Japanese Ambassador as giving the impression that everything
is all right within the project and that it was even wrong for his
government to send the delegation.
- Finally, we appeal once more to the project implementers
to take into account the project affected people's views and enable
the project to be completed as soon as possible.
