日本大使館前で大きく響く サンロケダムの反対の声く
The dam-affected people came in droves - in buses and jeeps. They left their homes and sacrificed a day of economic activity to focus on an issue that concerns their welfare and survival.
About 400 people from the affected communities and advocate groups against San Roque Dam held protest actions in the National Capital Region to pressure the national government to stop this energy project and to generate greater public attention on the project's effects on the Filipino people.
Earlier, despite appeals made by affected communities to abort the water impounding of San Roque Dam, no favorable response has been heard from the national government or the San Roque Power Corporation. In a picket by goldpanners in Pangasinan last September 9, to press for their legitimate demands for just compensation, the National Power Corporation (NPC) refused to have a dialogue with them when it was requested.
While the picket was ongoing, Norma Mo-oy of the Shalupirip Santahnay Indigenous People's Movement (SSIPM) and of Dalupirip - one of the affected communities of the San Roque Dam project, likened the people's protests to the Agno River's flow and strength. She said that the people will not stop until they reach the sea, which for them is the prevention of the dam operation and compensation for what they have lost.

The Japanese Embassy was the first station of protest.
The people appealed for the Japan Bank for International Cooperation (JBIC) to stop funding the San Roque Dam project. Violations on the conditions set by JBIC on project implementation were committed by the NPC such as the fulfillment of proper compensation and livelihood sources for affected communities before loan disbursement..
The picket also denounced foreign funding or Official Development Assistance (ODA) which has been pushing the Filipino people deeper in a debt quagmire. Japanese companies are involved in the San Roque Dam project ( Marubeni and Kansai). They are guaranteed super-profits while the Filipino people carry the burden of environmental, social and economic costs in the operation of this unjust dam.
During the picket, representatives of affected communities and advocates submitted the international petition paper calling for the dam impoundment to be aborted and a stop to the dam operation. The same petition was given to Malacanang last September 6. The documents submitted to the Japanese Embassy were addressed to the Japan Ministry of Finance, and the Japan Bank for International Cooperation. The petition was signed by 100 Philippine organizations, 110 international organizations, and hundreds of individuals. It was printed in the Philippine Daily Inquirer last September 9.

先住民族の権利を尊重して！
Bearing the heat of the sun at 1:30 in the afternoon, the protesters proceeded to the office of the National Commission on Indigenous Peoples (NCIP). The Ibaloys of Dalupirip together with the Kalipunan ng mga Katutubong Mamamayan ng Pilipinas (KAMP) forwarded their demand for the NCIP officials to act favorably on the petition filed last May 2002 by affected indigenous communities urging this body to protect their rights as indigenous peoples. Inspite of the NCIP findings of the absence of the required free, prior and informed consent of the affected indigenous peoples for the San Roque Dam Project, no action has been done with regards to the clear violation of the Indigenous Peoples Rights.
A dialogue was held with the Commissioners to request for a response to the May petition. The community leaders were told that the petition will be given priority and will be discussed once Chairperson Evelyn Dunuan returns from her trip. Commissioners present during the dialogue expressed support to the people.
The International Petition against the San Roque Dam was also submitted.
住民に権利を！
The last station of the protests for the day was the National Power Corporation (NPC). The people called for the cancellation of the Power Purchase Agreement between NPC and San Roque Power Corporation (SRPC) because of its onerous terms and the full compensation of affected farmers in Pangasinan as a matter of obligation and commitment by NPC.
A dialogue with Mr. Roland Quilala, President- OIC of NPC and other NPC officials including Mr. Melchor Pulangco was held.
During the dialogue, the Tignay dagiti Mannalon a Mangwayawaya ti Agno (TIMMAWA - Peasant Alliance to Free the Agno) demanded that the NPC pay the goldpanners from san Nicolas and San Manuel who were economically displaced by the dam project. They submitted the full list of goldpanners and the list of their demands. They also asked for an explanation on why the NPC in Pangasinan refused to have a dialogue with them last September 9.
Mr. Jose Doton, Chairperson of TIMMAWA and Joan Carling of the Cordillera Peoples Alliance also brought to NPC's attention the forced eviction of families from Bolangit last July 26. They pushed for an independent investigation of the incident. They also called for the compensation of the families evicted from the dam reservoir area.
Renato Reyes, spokesperson of Bagong Alyansang Makabayan (BAYAN)and a convenor of POWER , pushed for the stop of the San Roque project as the terms of the contract with SRPC are still under review. Carling seconded his point and added that a lot of violations have been committed in the implementation of the project, the National Power Corporation and the Philippine government should heed the cries of protests of the dam-affected peasants and communities. According to her, the generation of power must be for the interests of the people and not just for the government officials who have committed graft and corruption in this project and the foreign companies who are to rake in superprofits once dam operation starts.
More protest actions are planned by the dam-affected communities and advocate groups. The people continuously call for the stop to this unjust project which only signifies greater subservience of our government to foreign interest than upholding the rights and welfare of its people. And like the Agno River, they would find ways for their campaign against the San Roque Dam to flow to victory.
