このレターは、現地NGOであるCAPとSAMが、日本のマレーシア政府に対する約820億円もの円借款供与決定について、JBICに対して失望の意を伝えたものです。
これまでのレターのやり取りにおいてJBICは「環境主義者や被影響コミュニティの意見を考慮する」と明言してきました。しかし、レターには、円借款を決定したことでこのことが実行されなくなるのではないかという懸念が示されています。
CAPとSAMは、JBICに対して、融資機関として、この事業が地域コミュニティや環境に対して悪影響を引き起こさないようにするためにより一層責任をもつべきである、と強く主張しています。そして、その一環として、円借款契約に課された融資条件と事業実施をモニタリングするための行動計画を提示するように要請しています。

Dear Sir,
Approval of JBIC Loan for the Pahang-Selangor
Raw Water Transfer Project in Malaysia
We, the Consumers' Association of Penang and Sahabat Alam Malaysia (Friends' of the Earth Malaysia) wish to express our disappointment upon learning that the Japan Bank for International Cooperation has signed the ODA Loan Agreement with Malaysia, totalling 82.04 billion yen for the Pahang-Selangor Raw Water Transfer Project with Malaysia.
We wish to reiterate our stand that the project is an unjustified and unnecessary development plan. In our earlier correspondences, we had expressed that the project lacked a comprehensive needs assessment process and had detailed our concerns. JBIC had earlier pronounced that it would take into account the views of environmentalist and the affected communities. However by approving the loan, it seems that JBIC has rescinded from its social obligations and environmental consciousness.
We strongly believe that as a lending agency, JBIC should be more responsible in ensuring that the projects that are being funded would not cause adverse impacts to the local community and the environment. With this regard, we would appreciate a response from your office on the conditions imposed on the loan agreement and your plan of action in monitoring the implementation of the project.
We hope to receive a prompt response on the issues raised above. Thank you.
