ケラウの導水事業については、これまでFoEや現地の専門家が先住民族の移転問題や水需要予測の問題点について多くの指摘を行ってきました。しかし、3月31日この事業に対して円借款としてJBICから840億円融資されることが決定されてしまいました。
このことについて、現地専門家のコリン氏が3月25日のレターに引き続いて、JBICに対してレターを出しました。

マレーシア・ケラウの導水事業に対するJBICの融資決定とオランアスリの移転問題について
2005年3月28日付レターの件に加えて、3月31日、JBICがケラウダムに関してマレーシア政府への820億4千万円の融資を決定したことにつき、私は非常に残念に思い、失望しています。
これまで述べられてきた積極的な発言のすべて―JBICは環境保護論者や被影響住民の意見を考慮するといった発言―は、JBICにとっては当然の結論である今回の決定に対する広報活動の一環に過ぎなかったのでしようか？
特に、以前にあなた方が私たちに対し、オランアスリの移転に関して、「マレーシア政府によれば、Sungai Temirのオランアスリ集落は水没せず、住民はこれまでの集落に留まるか、Sungai Bilutの新しい土地に移転するか選択することができる」と保証したレターの誠実さに大いに疑問を抱いています。
このことについて、上記の言及は現在でも有効であるのか？ また、これからも継続して誠実に対応されていくのか？ についてあなた方からの確認を頂けたら光栄です。

Dear Mr. Miwa-san,
Approval of JBIC loan for the Inter-state Raw Water Transfer Project
in Kelau, Malaysia and Resettlement of the Orang Asli
Further to my letter of 28 March 2005, I noted with deep regret and disappointment that JBIC has approved the 82.04 Billion yen loan to the Malaysian government for the Kelau dam on 31 March 2005.
I now wonder whether all the earlier positive pronouncements -about JBIC taking into account the views of environmentalists and the people affected - were just a public relations exercise for a decision that was a foregone conclusion as far as JBIC was concerned.
In particular, I am now seriously questioning the sincerity of your earlier letter where you assured us that, as far as the resettlement of the Orang Asli is concerned, "According to the Government of Malaysia, the Orang Asli houses of Sungai Temir will not be inundated and the people can choose either to stay or to move from the current village to a new settlement in Sungai Bilut."
In this regard, I would appreciate a firm confirmation from your office that the above statement still holds good and will be continue to be held in good faith.
