"A climate justice movement is critical if we are to make the shift towards sustainable societies".

Interview with Joseph Zacune, Friends of the Earth International Climate Justice and Energy co-Coordinator.

Real World Radio interviewed Friends of the Earth International Climate Justice and Energy co-Coordinator Joseph Zacune about his expectations for these climate talks and the main issues that will be discussed there, such as emission reductions, new forest carbon trading proposals, the World Bank's attempt to take over the climate agenda, and the importance of building a climate justice movement.

He said that the expectations around North to South climate change mitigation and adaptation funds are low, partly because industrialized nations have been trying to shift the attention away from their own obligations.

He underlined that since the industrialized countries have higher per capita historical emissions, they should take the lead in reducing carbon emissions. FoEI is calling for a reduction of at least 40% on 1990 levels by 2020 and is also pushing for technology transfer from North to South.

Zacune referred to offsetting (e.g. mechanisms like monoculture tree plantations for carbon capture and storage) as one of the false solutions proposed to tackle climate change, since it has devastating impacts on developing countries.

He mentioned a report recently launched by Friends of the Earth International called 'REDD Myths'. It is a comprehensive critique of this new offsetting mechanism - known as REDD (Reducing Emissions from Deforestation in Developing Countries). Zacune warned that offsetting would allow rich countries to commodify the world tropical forests and trade their carbon in the international market, enabling them to continue polluting. Besides, REDD could displace millions of indigenous peoples while failing to reduce global greenhouse gas emissions.

One of the concerns around REDD is that there is no clear definition of forests: "so these mechanisms would allow plantations that have negative impacts on local communities", said Zacune. He emphasized the need for a forest policy that will leave the remaining forests standing and that secures land rights.

As an alternative to REDD, FoEI proposes a mechanism to stop deforestation based on forests and human rights conventions, that would support community based forest management.

He accused the World Bank of trying to take over climate negotiations and of being a major climate polluter and a major deforester implicated in illegal logging and human rights violations. "Last year FoEI protested on the inside of the climate negotiations (in Bali, Indonesia) against the launch of the World Bank's forest carbon trading proposals and we will be doing the same this year".

"The most important development in Poznan will be the continued construction of a global diverse climate justice movement", said Zacune. "We need this movement to put pressure at national and international level to push for a just transition towards zero or low carbon economies".

Finally he said "Friends of the Earth International will continue its work with local communities, social movements and other organizations to build this movement which is critical if we are to make the shift towards sustainable societies and to avoid a climate catastrophe".
