Sakhalin Oil and Gas Development "Think Out Financing!" Japanese 32NGOs/POs and 121 people sent letter to JBIC and EBRD
Japanese 32 NGOs/POs and 121 individual submitted a letter on December
15th to European Bank for Reconstruction and Development (EBRD) and
Japan Bank for International Cooperation (JBIC) which are now considering
financing for second phase of Sakhalin II oil and gas development
project in Russia.
There are NGOs endorsed the letter included Friends of the Earth Japan (FoEJ), International Fund for Animal Welfare (IFAW), Wildlife Preservation Bureau Hokkaido, Wild Bird Society of Japan and Wildlife Rescue Veterinarian Association (WRV). Also, individual endorsements are included some fishery related people in Hokkaido.
The letter urge the banks not to make any decision for financing
the project under the current circumstances of Sakhalin Energy Investment's
inadequate environmental and social consideration. The concerns pointed
out in the letter are: a) Liability of SEIC' Environmental Impact
Assessment. The number of braces of Steller'a sea eagles in SEIC's
Environmental Impact Assessment (EIA) are shown fewer number than
the fact. 2) Completion Schedule and Quality of SEIC's Oil Spill Response
Plan (OSRP). OSRP will be completed 6 months before the operation
of the second phase project in 2006. 3) Fishery Impacts by oil spill
accidents and disposal of dredged sediment into Aniva Bay and so on.
Also, the letter says, while the project itself is moving forward
rapidly, there has been no progress with establishment of measures
for these issues.
Institutions, which are now considering financing for second phase, are JBIC, EBRD, US Import Export Bank (US Ex-Im), Export Credits Guarantee Department (ECGD) in UK and other Export Credit Agencies. NGOs in each country have submitted letters to these institutions one after another. There are NGOs file a lawsuit regarding the approval process by Russian Government.
