Biographies of San Roque EIA Reviewers
Dr. Sergio Feld is an environmental expert with 15 years of international experience with private business, national and local governments, non-governmental organizations, and academic research.  He has worked in Argentina, Bangladesh, Brazil, Indonesia, Israel, Italy, Mexico, Uganda, and USA. His broad project experience includes: integrated environmental and land use planning, environmental impact/risk assessment, cumulative impact assessment, rural development and urbanization in developing countries, freshwater and coastal zone management, institutional strengthening, environmental information management and monitoring, and policy studies. Dr. Feld has a Ph.D in Natural Resources Policy and Management from The University of Michigan, Ann Arbor, a Masters in Environmental Sciences from The Hebrew University of Jerusalem, and a B.S. in Soil and Water Sciences from the Hebrew University. He is currently employed as a Senior Project Scien

tist with URS Greiner Woodward-Clyde, International-Americas, Inc., Oakland, California.
Dr. Robert Moran has more than twenty-seven years of domestic and international experience in conducting and managing water quality, geochemical and hydrogeologic work for private investors, industrial clients, tribal and citizens groups, NGO’s, law firms, and governmental agencies at all levels. Much of his technical expertise involves the  quality and geochemistry of natural and contaminated waters and sediments as related to mining , nuclear fuel cycle sites, industrial development, geothermal resources, hazardous wastes, and water supply development. Countries worked in include: Kyrgyzstan, Senegal, Guinea, Gambia, Oman, Pakistan, Mexico, Peru, Chile, Canada, United States. Dr. Moran has a Ph.D. in Geological Sciences from the University of Texas, Austin, and a B.A. in Zoology from San Francisco State College. Currently, Dr. Moran is President of Moran and Associates.

 Tiziano Grifoni carries ten years of experience in civil engineering.  He has been involved in a broad range of engineering disciplines including structural, environmental, and geotechnical.  Tiziano Grifoni has worked in Europe, southeast Asia, and the United States gaining experience in the design of earth and concrete structures, including large dams.  Recently he has been involved in the seismic retrofit of the San Clemente Dam in the Carmel River valley, Monterey, California, as well as in the safety analysis of spillway gates subjected to hydraulic and seismic loading for various PG&E dams in the United States.  Mr. Grifoni has an MS degree in Civil Engineering from the Virginia Polytechnic School and State University, Blacksburg, Virginia.  He is a member of the American Society of Civil Engineers, and is a registered professional engineer in Switzerland.  Currently, Mr Grifoni is Senior Civil Engineer with URS Greiner Woodward Clyde, Oakland, California office.

Dr. Peter Willing is Principal in the Bellingham, Washington firm of Water Resources Consulting, L.L.C.  Since founding the firm in 1989, he has carried out a wide variety of assignments for public and private clients seeking to solve water-related technical questions.  Examples are: hydroelectric system design, flood frequency analysis on North American rivers, wellhead protection, surface water - ground water interactions, storm water management strategy, and hydrologic basis of water rights.  He has participated in technical reviews of African river basin development plans. In public sector positions, he has served as general manager of a public water supply system. He also served as chief environmental officer of a large municipal electric utility.  Dr. Willing holds Adjunct Faculty appointments in Geology and Huxley College at Western Washington University, Bellingham. B.A., University of Washington, Seattle, Washington. M.S., Ph.D., Cornell University, Ithaca, N.Y.
